I think it would be ok to set yourself that goal, as long as, like you say it won't be set in stone if problems arise.
As for knowing when it's time for the next step, I would say that when you do it automatically, in every situation, and wouldn't dream of not doing it (taking meals out with you when you have to eat away from home etc., and always doing it, never resisting or thinking "I will find something when I get there," then you will be fully committed.
It took me 6 months to get breakfast down, but after all this time, it's the first thing I do when I get up, start cooking the breakfast.
